Orders that go through express payment options like PayPal or Shop Pay bypass the validation process during checkout. These orders are validated post-checkout on the "Thank You" page.
If you don't want your customers to be able to make after-checkout modifications, please do the following:
App Dashboard > Address Prompts > Advanced Options > Do you want to disable address validation after checkout? > Yes
